Background of the Study
Credit policy reforms have been central to modernizing the agricultural banking landscape in rural Nigeria. AB Microfinance Bank, with its focus on providing accessible credit solutions to underserved rural communities, has been at the forefront of implementing these reforms. Between 2023 and 2025, the bank has restructured its credit policies to better align with the dynamic needs of the agricultural sector. These reforms encompass adjustments in collateral requirements, interest rate structures, and risk assessment methodologies, with the goal of fostering increased credit accessibility and improved repayment performance (Obasi, 2023; Eke, 2024).
The renewed emphasis on credit policy reform arises from the persistent challenges faced by rural farmers, who often struggle with traditional credit systems that are rigid and ill-suited to the seasonal nature of agriculture. By reconfiguring credit policies, AB Microfinance Bank aims to offer more flexible and responsive lending solutions. Early evaluations have suggested that these policy adjustments have led to a more inclusive lending environment, allowing a greater number of farmers to secure loans for inputs, technology upgrades, and expansion of their operations (Uzo, 2023). However, the implementation of these reforms has not been without challenges. Issues such as inconsistent policy interpretation at the branch level, limited borrower awareness, and infrastructural constraints have moderated the overall impact of these changes (Ifeanyi, 2025).
The present study is designed to critically investigate the impact of credit policy reforms on rural agricultural banking operations at AB Microfinance Bank. It will analyze the extent to which the reforms have facilitated improved loan accessibility and better financial outcomes for rural borrowers. By integrating quantitative data on loan performance with qualitative insights from bank officials and farmers, the research aims to provide a nuanced evaluation of the reforms and offer recommendations for further policy refinement (Chukwu, 2024).
Statement of the Problem :
Despite progressive credit policy reforms at AB Microfinance Bank, rural agricultural borrowers continue to face significant obstacles in accessing and effectively utilizing credit. The reforms, although designed to lower barriers, have encountered issues related to inconsistent implementation and inadequate dissemination of policy changes. Many rural farmers remain unaware of the benefits of the new credit policies, while branch-level discrepancies have resulted in uneven application of the reforms, thereby limiting their overall impact (Umeh, 2023).
Furthermore, while the restructured policies are intended to offer more flexibility in loan terms, the lack of tailored advisory services and insufficient borrower education has led to suboptimal loan utilization and, in some cases, higher default rates. These challenges indicate that the reforms have not fully translated into improved financial outcomes for rural farmers, thereby undermining the objective of promoting agricultural development (Nwachukwu, 2024). Consequently, this study seeks to investigate the gaps between policy formulation and practical implementation. By assessing both the benefits and the shortcomings of the credit policy reforms, the research aims to pinpoint specific areas where further intervention is needed. The findings are expected to inform future policy adjustments that better cater to the unique financial challenges faced by rural agricultural communities (Okafor, 2025).
